I found this most informative web page on Presidential usage of so-called Signing Statement.
Remember President Bush signing into law the ban on Torture, then within 15 min.
he proclaimed in a presidential signing statement that the President & Commander in Chief
can not be bound to uphold the law?

I would like to discuss this new-found power of the Presidency.
I would also like to talk in general terms on the Commander in Cheif role
and the claim that the CiC does not need to adhere to the Constitution.

That would be a great topic Richard, and I would love to discuss it with you when and if we ever get a Commander in Chief. Like the guy who is playing the role of our Commander now, I am drawing blanks on what to say about him.:disbelief

Right, I'm sick of Bush. But the thing is : everyone voted him in by a landslide and we're stuck with him now, aren't we?
The world is going to hell in a handbasket, as my grandmother used to say : and Bush sure as hell isn't slowing the ride down.

While I agree that the President should be able to have some authority to sign and then say parts are unconstitutional, the potential to abuse the power is great. Our system is set up to prevent anyone person in the government to have too much power but, there are too many ways to get around it.
