Can we get into the city??

I live in Austin and desperately want to drive down and help. I will even rent a cargo van and ferry people out of the city. The problem is, I keep hearing that they aren't letting people in to help. Also, I'm a little worried about being robbed or killed for the van and my supplies.

Any advice??
